Morgenstern
Assistant General Counsel
Kara Morgenstern has practiced health law since 1995,
joining the staff of the Office of the Vice President
and General Counsel in September 2002 after practicing
with a private law firm and in-house with
a large non-profit health system in Texas. Kara provides advice
to the University of Michigan Health System and focuses
her practice in areas of third party billing and reimbursement, Graduate Medical Education, compliance (including clinical research billing, Stark, fraud and abuse, HIPAA, Medicare enrollment, COPs, cost report, and state facility licensing issues), hospital purchasing
agreements, patient rights, and transactional matters. Kara serves as
legal advisor to the system's Interim Clinical Trials Office, Clinical Research Billing Lead Team, Purchasing Procedures Manual Team and facility compliance committees. Kara also provides health law advice to the University Health Service, the University of Michigan's Dental School and School of Nursing.
