Kara Morgenstern has practiced health law since 1995, joining the staff of the Office of the Vice President and General Counsel in September 2002. Prior to coming to the University of Michigan, Kara practiced health care law in Texas at both a private law firm and in-house with a large non-profit health system. Kara provides advice to the University of Michigan Health System and her current areas of responsibility include human subjects and animal research, research misconduct, medical staff credentialing and peer review, patient rights (including informed consent, and EMTALA), Graduate Medical Education, and certain transactional matters, including health care quality collaboratives and procurement transactions. Kara currently serves as legal advisor to the Health System’s Institutional Review Boards, the University’s Committee on Use and Care of Animals, the University’s Human Pluripotent Stem Cell Research Oversight Committee, the Medical School’s Conflict of Interest Committee, and the Hospital’s Executive Committee on Clinical Affairs, including its many subcomittees. Kara also provides health law advice to the University Health Service, the University of Michigan’s Dental School and School of Nursing. Kara is currently Chair of the Steering Committee for the University Healthsystem Consortium’s Legal and Compliance Council and an active member of the American Health Lawyers Association, and Michigan State Bar’s Health Law Section. Kara has a BS from the Catholic University of America, an MPH from the University of Michigan, and a JD (with honors) from the University of Maryland School of Law.
