The Form I-9 Employment Eligibility Verification Form must be completed for all employees hired after November 6, 1986 and who will perform their duties in the United States. Section 1 of the Form must be completed by the employee no later than the first day the employee performs work for the University. Section 2 of the form must be completed by a University employee or authorized agent of the University no later than 3 business days after the employee begins work for the University. These deadlines are strict and non-negotiable. Failure to comply with these deadlines is a violation of federal law that may result in penalties to the University.
In completing Section 2 of the Form, the University employee or authorized agent must personally review original documents. In cases where the employee will not be working at a location staffed by a University employee, please contact the Office of the Vice President and General Counsel regarding authorization to appoint an agent to complete Section 2 on behalf of the University. It is unacceptable to direct an employee to any notary public or attorney or other person to complete the form on behalf of the University without proper authorization.
The Human Resource Development Office in partnership with the Office of the Vice President and General Counsel, The International Center, and the Office of Recruiting and Employment Services, has developed two training courses to assist administrators in properly completing the Form I-9 Employment Eligibility Verification Form. These courses are:
- I-9 Compliance Training. This is a fundamental, self-paced, on-line tutorial designed for UM staff whose job responsibilities include the completion of the Form I-9 for new faculty and staff. This online tutorial is available anytime via the HR Academy website at
